Montreal Gateway Terminals (MGT) are in the process of further enhancing and advancing security protocols aimed to protect the interests of associated clients, customers and stakeholders. This important security phase is being implemented with respect to the International Ship & Port Facility Security Code (ISPS Code) – Part B, Section 16.10. To meet this access identification requirement we have elected to install Hand-Key II Recognition Systems at the trucking wickets of both MGT Terminals.

 

The selected Hand-Key II units utilize field-proven hand geometry technology that verifies the size and shape of a person’s hand. This recognition data is digitally stored in a secure database server accessible to only trained and authorised security individuals carrying out the registration process. Rest assured at no time are finger prints taken during the registration process. An infrared three (3) dimensional camera will take a numerical snap-shot of the displayed hand then be stored on our secure database server. This numerical information can not reproduce the hand template.

·          MGT treats security extremely seriously and the privacy of your data is of utmost importance to us. MGT has gone to great lengths to ensure your confidentiality and security. We use several methods of information security including encryption and firewalls, to ensure the confidentiality of your provided information.

·          MGT systems are protected by firewalls which are a combination of industrial strength computer hardware and software that securely separates the Internet from our organizations internal web servers and computer systems. These firewalls prevent certain types of Internet traffic to its web servers, and are the best available technology to prevent unauthorized access.

 

The starting dates for this quick and easy enrolment process will be from Monday January 15th, 2007 until Friday April 06, 2007. The first 500 enrolees will receive a small token of appreciation.

As of April 9th, 2007 it will be necessary to be registered in the system in order to carry out all transactions related to the delivery or pick up of a container.

The registration period will take place at Racine Terminal (Section 62 in the Port of Montreal) in the Security Supervisors office over a twelve (12) week period.

After this initial enrolment period it will still be possible to add new users, but by appointment only.


 

 

The registration and enrolment process will involve the following 5 easy steps;

 

1)      Conforming to the Personal Information Protection and Electronic Documents Act (2000, c. 5) we must ask for your signed authorized consent to record personal data to be stored on our secure database server. This process is required in order to access the MGT Terminals.

 

2)      The enrollee will be asked to produce a valid driver’s license, company name, a truck number and a valid license plate number all to be used for completing the interchange. This information will be stored on a secure database server.

 

3)      A digital photograph (Portrait style) will be taken of the enrollee.

 

4)      The enrollee will be issued a 5 digit database generated user ID number and a new transport company code.

 

5)      The enrollee will be instructed to enter his/her user ID number on the Hand-Key II unit. The enrollee will be instructed to place a hand palm down on the template of the Hand-Key II device on 3 separate intervals.

 

 

 

The Hand Reader simultaneously analyzes more than 131,000 pixels and instantaneously records more than 90 separate measurements of an individual's hand -- including length, width, thickness and surface area -- to verify that the person using the device is really who he or she claims to be. The Hand Reader compares this information with a previously-stored template of the individual's hand.

HOW LONG IS THE IDENTIFICATION PROCESS?

 

The Hand-Key II identification process takes from 5 to 10 seconds to validate identification.

 

WHY HAND GEOMETRY?

 

There are several other biometric methods and technologies available: iris, face recognition, finger prints, retina scan etc.  However hand geometry has several advantages over other methods: the technology used to perform measurements is simple and reliable, the precision attained allows for a high degree of confidence with a very low rate of false-positive, the biometric measurements collected cannot be used for an unauthorized purpose, in other words it is impossible to reconstitute an image of your hand from the data stored in our database.  The identification method is perceived as non-intrusive and user-friendly, these qualities facilitates the introduction of biometric identification in work environments and has no impact on operations.

 

 

WHAT IF I FORGET MY ‘PIN’?

 

No problem; please inquire at the MGT Security Department, the officer on duty has access to the registered applicants list, he will confirm your ‘PIN’.  Please note that it will be possible to obtain your ‘PIN’ by answering a few questions over the telephone at 514-257-3068 or 257- 3067.  Please note that your ‘PIN’ is useless without your hand, unlike an ATM ‘PIN’, the MGT access code is personal but not confidential.

 

WHAT HAPPENS IF I AM NOT REGISTERED?

 

If you are not registered by Monday April 9, 2007 you will be denied access to MGT.

 

 

 

WHAT IF THE DEVICE DOES NOT RECOGNIZE ME?

 

If the device refuses access, please ensure you are using your correct PIN number.  It is possible that the device has difficulty confirming a perfect match; measurements are very similar but not identical to the stored measurements.  Measurement may differ because your hand is not positioned properly, or you are experiencing water retention or you are wearing new jewelry.  In those cases the Hand Key II will ask to record a new template by doing 3 successive measures.  If access is still denied, please contact the MGT Security Department.

 

 

WHEN CAN I REGISTER?

 

Pre-registration period starts Monday January 15th 2007 and ends Friday April 6th 2007.  During that initial period a registration attendant will be available Monday to Friday from 6 to 16:00.  Note that after this initial registration period, it will still be possible to register at the Racine Security Department by reservation only.
